When I used it, it was the only way to convert ATSC to WMV that worked reliably. I don't use WMV anymore, so I'm not so sure about now.

It doesn't do anything with it when you are scanning commercials. You would use it if you are converting to WMV and want to write metadata, or if you are trying to rename the file.
DTb uses the Sage web server to retrieve the show's metadata. I have no idea if DTb supports SSL - I would guess not, though. You can leave non-SSL access open (for local use by DTb), and just block the port on your firewall.
Of course, the filenames have to be the same, just with different extensions. Assuming that, just run this in a batch script every night:
